For FDI companies, the investment project implementation report (báo cáo tình hình thực hiện dự án đầu tư) is a periodic obligation to the investment registration authority, entirely separate from tax returns. Many companies file on time but report the wrong capital figures, so the data does not match the Investment Registration Certificate (IRC – Giấy chứng nhận đăng ký đầu tư) or the financial statements. This article explains how to take the figures from the books, based on the experience of the accounting services team at ACCA Consulting Vietnam.

1. What is the investment project implementation report?

It is a report that a foreign-invested economic organization submits to the investment registration authority on the progress of its project: capital contributed, capital disbursed, revenue, employees, payments to the state budget and other indicators. The report is filed on the National Investment Information System using an account issued by the investment registration authority.

There are quarterly and annual reports; the specific deadline for each period is set out in the regulations implementing the Law on Investment and may change when the law is amended. Companies should check directly on the system or ask the investment registration authority to confirm the schedule, rather than relying on outdated information.

2. Indicators to take from the accounting records

Most indicators are already available in the accounting records. The accountant's job is to identify the correct source and use a consistent method across periods, so that next year's figures do not contradict the previous year's.

Suggested data sources for common indicators
IndicatorSource in the booksNotes
Investor's contributed capitalBalance of owner's contributed capital account; direct investment capital account (DICA) statementsCount only capital actually contributed, not committed capital
BorrowingsLoan balances, especially foreign loansSeparate short-, medium- and long-term loans
Capital disbursedFixed asset investment costs, construction in progress, pre-operating expensesAgree whether to report cumulative figures or amounts for the period
RevenueNet revenue in the income statementMust match the tax return for the same period

Payments to the state budgetTax payment records for the periodReport amounts paid, not amounts payable

3. How to file the report on the system

Steps to file one reporting period
  1. 1Check the account

Make sure the login account is still valid and the person in charge has the password and authentication device.

  2. 2Close the accounting figures

Close the books for the reporting period and prepare an indicator worksheet following the table in section 2.

  3. 3Select the project and period

Log in, select the correct project code per the IRC, then select the report type and period.

  4. 4Enter the indicators

Fill in each group (capital, revenue, employees, budget payments...) in the required units.

  5. 5Review and submit

Compare with the previous period, save a draft, then submit officially.

  6. 6Keep evidence

Save the submitted report and the system's confirmation in the legal file.

The system interface may change with each upgrade. If the company has several projects, a separate report is prepared for each project; take care to select the correct project code before entering figures.

An indicator worksheet built from the accounting records keeps the investment report consistent with the financial statements and tax returns.

4. Common errors when reporting capital figures

Cumulative capital disbursed by quarter for a hypothetical project (illustrative example)

Q33,100 tr
Q44,500 tr

Illustrative example. If the indicator requires the amount for the period, Q4 is only VND 1,400 million, not VND 4,500 million.

5. Reminders and responsibilities

Add the investment report to the same calendar as your tax deadlines so it is not forgotten. The annual report should be prepared after the financial statement figures are finalized, as many indicators are taken directly from the financial statements. ACCA Consulting Vietnam prepares indicator worksheets from the books and helps FDI companies complete their periodic investment reports as part of its full-service accounting package. See our accounting services in Ho Chi Minh City or request a consultation.

FAQ

Does an FDI company with no revenue yet have to file the investment project implementation report?

Yes. The reporting obligation is tied to the licensed investment project, regardless of whether there is revenue. Periods with no activity still require reporting of contributed capital, disbursed capital and employees.

Who holds the account for filing on the system?

The account is issued by the investment registration authority to the economic organization. The company should assign a fixed person in charge and hand it over when staff or the accounting service provider changes.

What if incorrect figures have already been submitted?

Contact the investment registration authority for guidance on corrections. The company should keep an explanation of the differences and the corrected worksheet for reconciliation.
